See below for steps on using the blur tool:
1. Go to View Perspective.
2. Under the Render section, choose either Presentation, Presentation Plus or Publish.
3. When in one of these 3 renders, the Render Tools tab will appear.
4. Click on the Effects tab.
5. Go to the Blur section.
6. To initiate the blur effect, move the blur slider to the right. This will adjust the amount of blur.
7. You can now click on Pick Focus Point if you want to highlight an area of focus. This will bring in crosshairs for you to then select your area.
8. Finally, the Focus Radius slider can be used to increase the radius in focus from the focus point you selected.
